<P>PROBLEM TO BE SOLVED: To obtain a clear image of good quality free from a change in image density and surface-fogging in the image, etc. <P>SOLUTION: A magnetic roll 1 attracts developer containing toner and a magnetic body on the outer peripheral surface thereof with a magnetic force. The developer attracted on the outer peripheral surface of the magnetic roll 1 is controlled by a developer control member 9 up to a required thickness. The developing roll 2 is juxtaposed facing the magnetic roll 1, and a toner layer is formed on the outer peripheral surface of the developing roll 2 in reply to the toner supply from the developer attracted on the outer peripheral surface of the magnetic roll 1. A gap pulley 21 is coaxially arranged on each end part of the developing roll 2, and the circumferential diameter of the gap pulley 21 is made larger than that of the developing roll 2. A roll support body 15A functioning as a movable bearing is rotatably supported by the apparatus main body part 12, and the roll support body 15A freely rotatably supports the magnetic roll 1, the developing roll 2 and the gap pulley 21, and also, the roll support body 15A supports the developer control member 9.
