PROBLEM TO BE SOLVED: To secure a recognition result with no error in a character recognition method and a character recognition device recognizing an inputted character. SOLUTION: This character recognition device is provided with a first recognition dictionary 2, in which feature quantities of N areas obtained by dividing a character area of a model pattern are found and a character vector using them as components for associating it with a category name, a first recognition part 3, which finds a feature set of input character patterns, finds similarity with the feature set of the first recognition dictionary 2, and sets a category name giving the highest similarity as a recognition candidate character, and a second recognition processing part 5. In the second recognition processing part 5, character recognition processing based on a character outline extraction method and a phase information extraction method is carried out on the input character pattern giving the highest similarity and a large difference in similarity with another candidate character by means of a second recognition dictionary 4, and when all the recognition results agree with one another, it is defined as a super definitive recognition attribute.
