A loess panel is provided to reduce manufacturing expenses to the minimum by manufacturing a panel by filling up a core with loess and finishing up the upper and lower surfaces, and then drying naturally, and to make lightweight and to prevent a panel from being broken through user's carelessness by placing a core of synthetic resins in a loess panel. The loess panel comprises a core(10) made with synthetic resins and composed of an upper member(11) and a lower member(13) which are provided with many through holes(12) and connected with each other by many connecting pieces(14), and loess(20) composed of crushed elvan, acryl resins, silica and thixotropy agent and filled in the through holes of the core to cover up the core not to be exposed to the outside.
