PROBLEM TO BE SOLVED: To convert an interlace video signal to a high-quality progressive video signal by interpolation based on precise motion detection with a small number of memory resources. SOLUTION: A motion detection section 104 detects the motion of a video image based on the difference between an input video signal (future) and a second delay video signal (past) being shifted by two fields. A two-bit motion detection signal is composited with six higher-order bits of a first delay video signal (current), where the input video signal is delayed by 1 field, is delayed by 1 field using a delay section 103, and becomes a delay motion detection signal. An interpolation control section 105 outputs an interpolation control signal according to the motion detection based on the video signal for four successive frames based on the motion detection signal and delay motion detection signal.
