PROBLEM TO BE SOLVED: To solve the problem that resources are not effectively used by placing a limit on a downloaded software so as to simultaneously perform only one software since the simultaneous usage of the resources is not determined though the resources may be simultaneously used in terms of throughput when a conventional download client performs the downloaded software. SOLUTION: A download server (150) includes a competitive processing information generating part (180) for generating competitive processing information (132) to be used for the competitive processing of the download client, based on configuration information (161) for expressing the configurations of the plurality of softwares and hardwares of the download client (110). The download client (110) performs processing in the case of competition, based on the competitive processing information.
