PROBLEM TO BE SOLVED: To provide a fiber-treating agent which maintains the original water-absorbing property of fibers and can simultaneously impart quick dryability, flexibility and toughness to the fibers. SOLUTION: This fiber-treating agent is characterized by comprising an alkoxysilane (a), an organic acid (b), and water (c), wherein≥50 wt.% of the component (c) is an alkoxysilane represented by general formula (1): R<SP>1</SP><SB>p</SB>Si(OR<SP>2</SP>)<SB>4-p</SB>(1) [R<SP>1</SP>is a 1 to 6C alkyl, phenyl or a 2 to 6C alkenyl; R<SP>2</SP>is a 1 to 6C alkyl; (p) is an integer of 1 to 3]; the amount of the component (c) is three times mole or more that of the component (a); pH at 20°C is 2 to 5.
