PROBLEM TO BE SOLVED: To provide an image forming apparatus and method to decode compressed moving image data, to selectively process predetermined frames from the decoded moving image data corresponding to predetermined manipulated results while reproducing the decoded moving image data, and to form images based on the processed frames, and a recording medium with a computer program recorded thereon. SOLUTION: The image forming apparatus includes a decoding unit which decodes compressed and given moving image data and a moving image reproduction unit which reproduces the decoded moving image data. The image forming apparatus also includes an image processing unit which chooses predetermined frames from the decoded moving image data in response to predetermined manipulated results and processes the chosen frames, and an image forming unit which forms images based on the processed frames.
