PROBLEM TO BE SOLVED: To provide a rotation speed detector with the effect thereon removed of backlash of a speed change gear device and performing high-accuracy detection while withstanding use conditions such as high temperature environments, continuous operation, etc. and to provide a rolled material conveyance speed detector using the same, as to a rotation speed detector for detecting the rotation of a rotation meter shaft obtained by increasing the rotation of a rotation-speed detection shaft by the gear device, and a rolled material conveyance speed detector using the same. SOLUTION: This rotation speed detector includes the speed change gear device for rotating the rotation meter shaft of the encoder at an increased speed as an output shaft by increasing the rotation of the rotation-speed detection shaft with the detection shaft used as an input shaft. This speed detector detects the rotation of the meter shaft by the encoder while comprising a first computing unit for computing the rotation speed of the detection shaft based on a pulse output of the encoder. This speed detector is characterized by being mounted with an eddy-current type damper on the meter shaft between the gear device and the encoder.
