PROBLEM TO BE SOLVED: To provide a tool capable of fastening and opening a clamp band without deformation and removing it simply, in fastening with the clamp band. SOLUTION: The tool includes a stationary pawl 2 installed at one end of a base plate 8 and a working pawl 3 installed at the other end in such a condition as able to make rotational swinging relative to a parallel moving piece 5 on a working fulcrum shaft 12. The arrangement includes a parallel movement link mechanism L to give a motion to draw-open a clamp band outer overlapping part 25 outward while drawing in shrinkage to the working pawl 3 by drawing in shrinkage the space between the base plate 8 and an actuation lever 9 in the shrinking direction and a band supporting piece 4 to cover the difference in the outside diameter. This is free of causing the clamp band 1 to make deformation or damaging a work to be processed, such as a boot 23, and capable of facilitating the removal and allowing easy performance of works such as repair, movement and installation, experiment, and scrapping a vehicle.
