<p><P>PROBLEM TO BE SOLVED: To provide an image coding/decoding device capable of reproducing codes stored in a recording medium after decoding them while securing a reference image region for storing reference images, which are required when decoding processing is performed, in a storage medium. <P>SOLUTION: The decoding device reads out the codes in the recording medium 150 when the decoding processing is executed, separately secures the reference image region for storing the reference images required when the decoding processing is performed in a storage region 152 of the recording medium 150, and externally outputs the reference images after reading the reference images from the reference image region corresponding to an output request of the reference images from the outside. By this, the codes in the recording medium 150 are externally outputted after decoding and reproducing them. On that occasion, the reference image region for storing the reference images required when the decoding processing is performed is secured in the storage medium.
