PROBLEM TO BE SOLVED: To provide a cleaning device having a configuration which surely prevents an image on an image carrier from being soiled and prevents the occurrence of defective images. SOLUTION: A cleaning device 60 is placed above an image carrier 6A and removes toner remaining on the image carrier 6A and has a function of removing toner recovered from the image carrier 6A out of the cleaning device 60 by operations of separating from and coming into contact with the image carrier 6A.
