PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method by which suppression of occurrence of a ghost and improvement of transfer efficiency and uniformity of image quality can be achieved in a high level and in a well balanced manner. SOLUTION: The image forming apparatus comprises an electrophotographic photoreceptor, a charging means, an exposure means, a developing means and a transfer means, wherein an electrophotographic photoreceptor having an undercoat layer containing metal oxide particles treated with a silane coupling agent between a conductive support and a photosensitive layer is used as the above electrophotographic photoreceptor, and a transfer current satisfying conditions represented by formula (1): 0.16≤I/S<SB>p</SB>≤0.20 or a transfer voltage satisfying conditions represented by formula (2): 15.5≤V/S<SB>p</SB>≤20.5 is supplied from the transfer member toward the electrophotographic photoreceptor in a state where a transfer medium lies between the electrophotographic photoreceptor and the transfer member. In the formula (1), I denotes a transfer current (unit:μA) and S<SB>p</SB>denotes a process speed (unit: mm/s) of the electrophotographic photoreceptor.
