An assembling outer insulation panel in a foundation of a building is provided to insulate heat and sound efficiently by installing double thermal insulation panels, and to install and combine the outer insulation panel easily by firmly assembling unit thermal insulation panels. An assembling outer insulation panel includes a lower bracket(10) installed in an outer joint of a concrete foundation(1) and a concrete wall(2) of a building, a middle bracket(2) installed outside the concrete wall, an upper bracket(30) installed outside an upper part of the concrete wall, a couple of inner thermal insulation plates(40) contacted to the outside of the concrete wall, a couple of outer thermal insulation plates(50) combined with the outside of the inner thermal insulation plate, four insulation plate assembling units(60) inserted to the brackets to combine the inner and outer thermal insulation plates, eight Styrofoam rods(70) charged between the brackets and the insulation plate assembling units, a couple of outer panels(80) mounted to the outside of the outer thermal insulation plate, and an anchor bolt fixing the insulation panel to the concrete wall. The inner thermal insulation plate is contacted to the outer thermal insulation plate by inserting a projection(52) to a projection insertion groove.
