PROBLEM TO BE SOLVED: To provide a hydrate slurry manufacturing apparatus capable of stably manufacturing a hydrate slurry without causing troubles due to hydrates clinging to the cooling surface of a heat exchanger. SOLUTION: The hydrate slurry manufacturing apparatus includes an aqueous solution heat exchanger 1 for keeping an aqueous solution of a guest compound in a supercooled state by means of a cooling medium, the guest compound generating hydrates; a supercooling canceller 3 for canceling the supercooling of the aqueous solution kept in the supercooled state by the aqueous solution heat exchanger 1; a hydrate slurry heat exchanger 5 for cooling by means of the cooling medium the hydrate slurry generated as its supercooling is canceled by the supercooling canceller 3; and a melting operation circuit for removing hydrates clinging to the cooling surface of the hydrate slurry heat exchanger 1. The melting operation circuit includes a cooling medium circuit 43 for supplying to the hydrate slurry heat exchanger 5 the cooling medium which has exchanged heat with the aqueous solution at the aqueous solution heat exchanger 1; and a bypass circuit 21 for supplying the hydrate slurry, generated by the canceling of its supercooling at the supercooling canceller 3, to the load side in such a manner that it bypasses the hydrate slurry heat exchanger 5.
