<p><P>PROBLEM TO BE SOLVED: To provide a data loading method and program, and a terminal device capable of preventing the leak of the data content from a data provider and securing its completeness even if persons other than the data provider load it. <P>SOLUTION: This terminal device 4 previously acquires a public key PK1 from a terminal manager 1 and a secret key SK3 from a third party organization 3 (steps S102 and S302). This device further acquires a public key PK2 attached with a signature SG1 by the secret key SK1 (step S104) and verified it with the public key PK1 (step S403). This device acquires an encoding common key CK4 [E3] (step S105) and decodes it using a secret key SK3 (step S406).
