PROBLEM TO BE SOLVED: To provide a paving block which includes a rubber piece, can prevent an accident caused by the freezing of a road surface, and exerts high durability. SOLUTION: The rubber piece is arranged on the upper surface of the paving block so as to be located lower than the upper surface, and support members extending downward from the rubber piece are secured to the interior of the paving block, to thereby mount the rubber piece in the paving block. Thus ice formed on the road surface is crushed by a vehicle traveling on the same to expose the rubber piece to the outside, and therefore an accident caused by the freezing of the road surface can be prevented. Further since the rubber piece is located lower than the upper surface of the paving block and secured to the paving block by the support members, it is not separated from the paving block even during snow removal work or by freezing etc. , and therefore it exerts high durability.
