An image processing device and method for a plasma display panel are provided to enhance gray scale expression and prevent flickers generated during an error diffusion process. A reverse gamma correction unit(610) gamma-corrects external image signals by using prestored gamma data. A dither halftoning unit(631) removes false contours generated during a reverse gamma correction process by using a plurality of dither mask patterns. An error diffusion unit(632) diffuses an error component of an image signal of the previous frame to an image signal of the present frame when the difference between gray scale values of the previous frame and the present frame of the reverse gamma-corrected image signals is less than a threshold value. A subfield mapping unit(640) maps the images signals of the error diffusion unit onto a subfield mapping table.
