Device (100) has a oscillating device (110) for generating oscillating signals and a mechanism (120) for generating the start value based upon the oscillating signal during a part of the transient oscillation of the oscillation device. The mechanism depends on number of periods in the oscillator signal during counting interval for generating the start value.
