<P>PROBLEM TO BE SOLVED: To provide a content distribution system which prevents the deterioration of quality of content due to concentrated content requests to one node device from a plurality of node devices. <P>SOLUTION: In an information distribution system S which is provided with a plurality of node devices connected to one another by means of a constructed network, a root node device, having the location of content, determines a communication congestion degree representing local communication concentration in a content node device 1h which stores the content.
