PROBLEM TO BE SOLVED: To obtain a protecting agent used for preventing bad influences on the scalp by a bleaching liquid or a dyeing liquid or bad influences by chemicals permeating into the body through the scalp when the hair is bleached or dyed, and to attain perfect bleach or dyeing using the protecting agent. SOLUTION: The protecting agent comprises a water-absorbing polymer and is applied on the scalp on bleaching or dyeing the hair. The protecting agent is applied on the scalp near the hair to be bleached or dyed and the protecting agent adhering to the hair is dried by hot air from a drier or the like thereby removing water in the polymer, and subsequently the hair is bleached or dyed.
