HAND-OVER CONTROL DEVICE AND METHOD, BASE STATION, EDGE ROUTER, REPEATING ROUTER, RADIO TERMINAL DEVICE, AND MOBILE COMMUNICATION SYSTEM

PROBLEM TO BE SOLVED: To effectively use network resources and reduce hand-over processing by using an optimal route to provide transfer of packet data to a radio terminal device after movement in a hand-over control.

SOLUTION: In hand-over processing for a radio terminal device 30 between base stations 34 and 36, an instruction to hold data from the other communication end is issued from an edge router 40 to which the radio terminal device 30 has been connected before movement, out of edge routers 40 and 42 provided for base stations 34 and 36, respectively, to a repeating router 48 to which this edge router 40 and edge routers 42 of all base stations 36 as movement destination candidates are subordinately connected, and an instruction to transfer data held in the repeating router 48 by that instruction to the radio terminal device 30 after movement after hand-over processing is issued, and the held data is transferred to the radio terminal device 30.
