METHOD FOR ENCODING AND DECODING MOTION PICTURE

PROBLEM TO BE SOLVED: To provide a method for encoding and decoding a motion picture with which a reference index is appropriately effectively utilized both in frame coding and in field coding in frame/field switching encoding in a macro.

SOLUTION: A motion picture encoding method is a picture coding method for coding a block with switching between frame coding and field coding on a block-by-block basis and includes: a command generating step of generating a command stream for assigning, to each of reference frames, a reference index for frame coding; and a reference index coding step of specifying reference frames to be referred to at the time of coding the block using the reference index for frame coding assigned by the command stream, and coding the reference index for frame coding specifying the reference frames.
