PROBLEM TO BE SOLVED: To protect parts and to improve the quality without impairing a delivery function. SOLUTION: When the rotator power is applied to a rear inner cylinder 12 from the back, inner and outer cylinders 11 and 10 are relatively rotated and a screw rod 14 is made to advance or to retreat to make a cosmetic material M nicely appear or disappear and when the screw rod 14 reaches the limit of advancing or retreating and the further rotator power is applied in the same direction, a front inner cylinder 13 together with the screw rod 14 are made to advance against an urging means 16 while the mutual engagement between engagement sections 12b and 13b of the rear and front inner cylinders is canceled and the front inner cylinder 13 is made to retreat by the reinforcement power to function as a so-called clutch to recover the mutual engagement between the engagement sections so that the overload on the parts is eliminated. Also, it is so constituted that the action of external force on a container 100 makes the rear inner cylinder 12 keep unmovable in an axial direction and certainly loaded with the rotator power from the back and the front inner cylinder 13 advance against the reinforcement power by carrying the screw rod 14 leaving the rear inner cylinder 12 behind to prevent the falling off or the breakage of the cosmetic material M by the buffer function. When the external force is eliminated, the front inner cylinder 13 is made to retreat by the reinforcement power and the engagement between the engagement sections is recovered.
