PROBLEM TO BE SOLVED: To provide an inexpensive chelating agent capable of efficiently scavenging heavy metals contained in soil, in particular, chrome (Cr). SOLUTION: The chelating agent for scavenging heavy metals is provided with a first polymer, having nitrogen based ligands such as amino groups and a second polymer gellable and having oxygen based ligands, and is fixed to an insoluble carrier.
