A communication management system includes: a control device for interconnecting terminals through a wired network to enable information transmission/reception; and, a management device for communicating with the control device and mobile terminals in a predetermined mobile communication area. The control device includes a management unit which, on receiving a request from one of the terminals 102a-c, grants a distribution right to the requesting terminal, and a distribution unit which, on receiving distribution information from the terminal having the distribution right, distributes that information to the management device and to a terminal without the distribution right. On receiving information from the terminal without the distribution right, the distribution unit transmits that information to terminals other than the one from which it was received. The management device also includes a communication control unit 107 for broadcasting or multicasting the distribution information to a mobile terminal 103a-c in a specified area upon its reception from the distribution unit.
