PROBLEM TO BE SOLVED: To provide a torque limiter which can facilitate its control and use it for both directions and has a positioning function, and a garbage spin-drying device using the torque limiter. SOLUTION: In the torque limiter 1 having an inner ring member 2 and outer ring member 3, in which the inner ring member 2 and outer ring member 3 are interlocked with each other when input torque given to an input member formed by either of the inner ring member 2 and outer ring member 3 is below setting torque, a locking groove 4 is formed on either of the inner ring member 2 or outer ring member 3, and a coil spring 7 pushing a roller pin 6 locked in the locking groove 4 to the locking groove 4 is provided on either of the inner ring member 2 or outer ring member 3. When the input torque given to the roller pin 6 exceeds the setting torque, the roller pin 6 is dislocated from the locking groove 4 by elastically deforming the coil spring 7, and the inner ring member 2 and outer ring member 3 are set to be in a non-interlocking state.
