PROBLEM TO BE SOLVED: To shorten design and manufacturing periods of time, to reduce the cost burden of a device purchaser, and to achieve improvement of the convenience of a device user by providing a paper stacking and delivering device for reducing the cost by simplifying the structure, miniaturizing the size, and reducing the loss time. SOLUTION: The paper stacking and delivering device 1 for stacking and delivering a bill note 2 is provided with a feed roller 31 for conveying the paper at the time of stacking and delivering, a gate roller 25 arranged so as to confront the feed roller 31 and rotated together with the feed roller 31 at the time of stacking and not rotated with the feed roller 31 and controlling to deliver a sheet of the paper at the time of delivering, and a centrifugal impeller 21 arranged coaxially with the gate roller 25 to be rotated and equipped with at least one of blades 21a comprising an elastic member. The blades 21a of the centrifugal impeller 21 are spread wider in stacking of the bill note 2 than in delivering of the bill note 2. COPYRIGHT: (C)2007,JPO&INPIT
