PROBLEM TO BE SOLVED: To provide a moisture-proof cover for a balustrade wall, which can surely prevent rainwater from intruding into a balustrade wall, and which can prevent dew condensation by effectively discharging moisture in an internal space while securing air permeability, and a moisture-proof structure using the cover. SOLUTION: The balustrade wall P, which is constituted by erecting vertical wall plates W in an opposed manner, employs a technological means which is characterized as follows: a longitudinal cover plate is attached in a covering state and fixed along an upper surface part in such a manner as to straddle a section between both the vertical wall plates; a flexible lip piece 12 is provided in a suspended manner at a slightly acute angle at one edge of a top plate 11; an almost-perpendicularly-bent suspended wall 13 is integrally elongated at the other end thereof; a flashing protrusion 13a is formed on the inside surface of the suspended wall 13; and spacer members 14 are arranged at predetermined intervals near a bent part.
