PROBLEM TO BE SOLVED: To provide an interior and exterior panel board in a building superior in cutting work, superior in design, and expanding service use more than a conventional gypsum board, by largely increasing working efficiency, by eliminating a weak point of the gypsum board such as being easily cracking and being heavy in weight, while providing the function equal to the gypsum board widely and largely used as a conventional interior and exterior material. SOLUTION: This paper panel board having both strength, lightness and heat insulating performance is formed by laying a hard raw material and a heat insulating material by using a paper honeycomb board having a structure of sandwiching both surfaces of paper having a honeycomb structure by paper.
