A fastener (6) fixes a steel reinforcing bar (5) to one of the spaced-apart pin holes (4) along the length of an anchor rail (1). The fastened reinforcing bar is perpendicularly close to an anchor (2) protruded from the anchor rail. The spacing between the anchor and the reinforcing bar ranges from 0 to 10, 30, or 100 centimeters. The fastener consists of a base (7) and a spring-loaded pin inserted into the pin hole.
