PROBLEM TO BE SOLVED: To provide a sound absorbing/cutting-off material having excellent low temperature execution properties and excellent in sound absorbing properties and sound barrier properties in a low-medium frequency region. SOLUTION: A resin layer, which has air permeability 1/2-1/50 that of a foamable resin base material having continuous air permeability, or a resin layer, which comprises a resin film having perforated parts, is provided on the surface of the foamable resin base material.
