An emergency pathway facility of a new-town is provided to improve evacuating efficiency in the emergency path under the ground by preventing the emergency path from being collided and blocking the impact noise. An emergency pathway facility of a new-town comprises an emergency path(10) having main emergency paths(11) embedded underground between high buildings(B), and a gateway(12) connecting the high buildings; and a buffer part(20) formed with a waterproof mat layer(21), a foaming mortar impact absorbing layer(22), a concrete reinforcing layer(23), and an impact absorbing mat layer(24) to absorb the impact from the outside. The main emergency paths are horizontally formed in line and mutually communicated. A guide light is formed along with the moving direction, and a direction switching light is placed to guide the direction switching. A control part is placed to sense the moving path of the main emergency path and selectively control turning on and off the direction switching light.
