PROBLEM TO BE SOLVED: To provide a winding shaft, having simple structure, in which total manhours in a winding process can be reduced. SOLUTION: This winding shaft for winding a strip member is provided with two blade members having rectangular plate-shaped blades of which main faces are parallel to the rotation axis, and which are disposed over the rotation axis to each other, and a rotary holder 11 to hold the blade members to rotate them around the rotation axis. The first blade member is a fixed blade member 12 of which root part is fixed inside the rotary holder 11. The second blade member is a movable blade member 13 that is movable in the radial direction frm the rotation axis. When the strip member is wound, the root part is fixed to the rotary holder 11, and the winding shaft rotates around the rotation axis. The root part of the movable blade member is housed in a parallelepiped-shaped cavity in the rotary holder, and a wedge-shaped inclination surface is formed at the root part. A wedge member 15 is disposed to slide in contact with the inclination surface, and by operating the wedge-shaped member 15, the movable blade member 13 is movable in the radial direction from the rotation axis.
