PROBLEM TO BE SOLVED: To provide a private communication system capable of improving reliability by surely transmitting an emergency warning notification command without being affected from a local network side. SOLUTION: A house information panel 3 transmits information or commands via both transmission control sections 300, 301 at an ordinary time but when a power failure detection section 302 detects a power failure of input power supply to a power unit 303, a control section 30 notifies the video/audio transmission control section 300 of a control stop and stops transmitting audio information and video information using digital multiplex packets. By the control of the control section 30, only the transmission of a warning notification command via a signal line SL is enabled by the notification command transmission control section 301.
