PROBLEM TO BE SOLVED: To provide a radio communication network controller (RNC) and control method thereof in which the number of users capable of utilizing HSDPA (High Speed Downlink Packet Access) within a cell can be properly restricted even without making a communication system expensive and large-scaled. SOLUTION: A stagnation data storage section 131 of an RNC 1 stores network traffic information as a retention data amount. When switching to HSDPA is requested from a communication terminal device 10, based on subscriber information from a high-order layer device 11, an HSDPA switching determination section 15 compares a threshold value predetermined for each user of the communication terminal device with the retention data amount from the stagnation data storage section 131 and determines the possibility of switching to HSDPA for the relevant communication terminal device 10.
