PROBLEM TO BE SOLVED: To construct topology so as to reduce omission and delay of a data packet when a plurality of node devices with different network groups such as an ISP (Internet service provider) participate in a broadcast system.

SOLUTION: This connection managing device is provided with: a device information storing means by which each node device that has already participated in the broadcast system stores device information including affiliation information showing an affiliated network connection group for each node device; a participation request information receiving means for receiving participation request information to the effect of requesting device information showing a node device to be a connection destination to be connected at participation from a new node device participating in the broadcast system; an acquiring means for acquiring affiliation information of the new node device; a connection destination determining means for determining a connection destination on the basis of each affiliation information of each stored node device and the acquired affiliation information; and a connection destination information transmitting means for reading the device information of the determined connection destination from the device information storing means and transmitting the device information as connection destination information to the new node device.
