PROBLEM TO BE SOLVED: To provide a foreign matter free and high-quality liposome with a narrow diameter distribution of the size of several tens to 150 nm. SOLUTION: A liposome manufacturing device is operated by irradiation with a low-frequency ultrasonic and a high-frequency ultrasonic while circulating a liposome raw liquid. An ultrasonic irradiation means comprises a low-frequency ultrasonic irradiation means and a high-frequency ultrasonic irradiation means. The liposome manufacturing method is characterized by preparing a fine liposome by irradiating the raw liquid with a plurality of and different frequency ultrasonic.
