PROBLEM TO BE SOLVED: To improve efficiency in data transfer processing to an optical dick from a flash memory. SOLUTION: As a UDF file system 23 of the record control device 1, a UDF file system is formed on a flash file system of a flash memory 4. An application format part 7 manages the image or audio data on the UDF file system by converting data into file groups conforming to the DVD application format. When copying the data recorded in the flash memory 4 to a DVD, a management information switch 8 converts the logical address in the flash memory 4 into the logical address of DVD. A DVD buffer control unit 23B converts the data recorded in 64 k-byte array in the recording unit of the flash memory 4 into the data in 32 k-byte array in the recording unit of the DVD and then transfers this data to the DVD drive 5.
