PROBLEM TO BE SOLVED: To enable system construction having scalability and to efficiently a processing load to media gateway control devices in a processing load decentralization distributing method to the media gateway control devices. SOLUTION: When the duty cycle of a central control unit or a line becomes in a state of a prescribed duty cycle level, respective media gateway control devices (MGC1, MGC2) for realizing a voice communication function through an IP telephone network and public switched telephone networks (PSTN) by a call processing signal relayed via a SIP (session initiation protocol) call control (SCC) notify a media gateway control proxy device (MGCproxy) of the duty cycle level by an SNMP (simple network management protocol). The media gateway control proxy (MGCproxy) decentralizedly distributes call processing loads to the respective media gateway control devices (MGC1, MGC2) on the basis of the notified duty cycle level.
