PROBLEM TO BE SOLVED: To provide an estimating work support system capable of comparatively easily estimating an indirect cost in software development, and an estimating work support device and an estimating work support method. SOLUTION: A development cost of software is divided into items of a direct cost and an indirect cost. Basic information used as the calculation reference of the direct cost, and estimation reference data of the indirect cost calculated based on the basic information, are stored in a database, and development information of the software to be developed is input from an input means. An estimation processing means is provided for comparing the basic information from the database with the input development information and correcting the estimation reference data of the indirect cost based on the compared result to compute the indirect cost of the software to be developed.
