The blind has tissue reinforcement and a guiding circle (1) on which a slider (7) is articulated receiving rods inserted in sheaths prepared on the blind. The slider sliding on the circle is open to pass screws, an anchoring point and trunnion, and has a hole for passage of a pull cord (8, 8`). The circle is provided of a vertical axle of length equal to the radius of the circle.
