PROBLEM TO BE SOLVED: To carry out optical switching that is high quality and flexible. SOLUTION: A level monitoring part 14 monitors the level of an optical pulse outputted from a polarizer 13, compares the monitored value with the reference value, and calculates the difference value. A control optical pulse setting part 15 includes a control optical pulse generating part 15a and a control optical pulse polarization control part 15b, generates a control optical pulse of which the excitation level is set variable so that the difference value approaches zero, and for the switching object optical pulse, which is the optical pulse that is the switching output object of the signal light, inputs the control optical pulse to a nonlinear optical fiber 11, with the same phase as the switching object optical pulse, and at a predetermined angle. By doing so, rotation of polarization and parametric amplification are made to be generated in the nonlinear optical fiber 11, and optical switching, where the level of the optical pulse after output of switching is set at the desired level, is implemented.
