PROBLEM TO BE SOLVED: To prevent a base-isolated building from being lifted onto the opposite side when smoothness of horizontal movement is impaired in an earthquake. SOLUTION: A hole 2 is excavated in the adjoining land of the building, and a weight 3 is placed in the hole 2. The uppermost part of the building 1 and the weight 3 are connected by a rope 5 so that the rope 5 is not slack in the position of the building 1 moved to the end of a base 6.
