Provided are a water-dispersible polyisocyanate composition, which is cross-linkable in high density and exhibits good physical properties including solvent resistance, heat resistance, and adhesiveness, and a manufacturing method thereof. The water-dispersible polyisocyanate composition is manufactured by the steps of: (1) reacting diisocyanate and polyol in a weight ratio of 50-70:1; (2) reacting the product obtained in the step (1) and a nonionic surfactant in a weight ratio of 6-12:1; (3) adding an allophanate catalyst to the product obtained in the step (2) to be reacted; and (4) thereto adding a reaction terminator to terminate the reaction.
