A device and a method for inputting characters using a circular key arrangement are provided to reduce input errors and shorten a character input time by grouping the characters and arranging keys in a circular shape. A key input part receives user input for one direction key among the direction keys matched with respective groups including multiple characters. A character determiner determines one of the characters included in the group allocated to the direction key as the input character of the user based on the input of the direction key. The character determiner sequentially selects the characters included in the group according to an input frequency of the direction key.
