PROBLEM TO BE SOLVED: To provide a mercury sealed flat surface fluorescent lamp capable of suppressing an Na<SB>2</SB>O component to cause a blackening phenomenon by reacting with mercury in lighting, and of maintaining a luminous flux even in the case of long time lighting. SOLUTION: In the flat surface fluorescent lamp in which a flat type discharge container is made by opposingly arranging a front substrate 1 and a back substrate 2 of glass material, interposing a spacer 5 between them, and sealing a discharge medium containing mercury inside and in which at least one pair of electrodes 6a, 6b are formed inside or outside of this flat type discharge container, the front face substrate 1 and the back substrate 2 are formed by alkali containing glass in which Na<SB>2</SB>O is contained and in which the content of Na<SB>2</SB>O is reduced in a surface layer on the side where discharge is formed.
