PROBLEM TO BE SOLVED: To guarantee a time precision and a delivery route in delivering time information from a time source device to a user terminal without requiring any special network. SOLUTION: In a time delivery apparatus 10A, an internal time of the own apparatus to be used for the delivery of time information in a time delivery section is monitored by a time monitoring section based on a monitoring time counted by a time counting section, a transmission source of time information received by the time delivery section is monitored by a route monitoring section, and results of processing operations in these sections are stored in a log storage section as log information. In a log collection apparatus 30, log information from the log storage section of the time delivery apparatus 10A with a clock function is received by a log receiving section via a network 3 and stored in a log storage section.
