PROBLEM TO BE SOLVED: To provide a transfer voltage applying member, with which the image formation of high quality is performed owing to the reduction of the influx of a transfer current from a portion where there is no medium to be recorded into an image carrier with respect to a width of a printing portion of the transfer voltage applying member and also the reduction of the fatigue of the image carrier, and a transfer carrier device including the transfer voltage applying member, and an image forming apparatus. SOLUTION: The transfer voltage applying member includes a transfer voltage applying section main part 1 which applies a transfer voltage to the conveyed medium to be recorded (P), a maximum standard size width applying section 2 to apply the transfer voltage to the maximum standard size width (s) of the conveyable medium to be recorded (P) of the transfer voltage applying section main part 1, and a nonstandard size width applying section 3 to apply the transfer voltage to a nonstandard size width (S) greater than the maximum standard size width (s) of the maximum standard size width applying section 2, and in which the resistance of the nonstandard size width applying section 3 is higher than the resistance of the maximum standard size width applying section 2.
