A first upper limit value setting part (110) sets, based on a result of the measurement by the band usage ratio measuring part (109), a first upper limit value of the transfer rate of the data transferred from the wireless network control apparatus (30) for the wire transmission path. An FP rate deciding part (111) decides, based on the set first upper limit value, the transfer rate.
