Base-water for protecting skin containing gold and silver and a manufacturing method thereof are provided to enhance the skin wound-curing, -disinfecting and -sterilizing effects of gold and silver synergistically by melting gold and silver in distilled water and purifying the gold and silver solution with fine fibers. The method for manufacturing the base-water for protecting skin containing gold and silver comprises the steps of: applying the electric power to an electrolyzer having cathode and anode electrodes made of an alloy containing 8-16 wt.% of gold and 84-92 wt.% of silver in distilled water to prepare the gold and silver water; purifying the gold and silver water with fine fibers with 7,000 hank or more at atmospheric pressure in three times or more; maturing the purified gold and silver water at room temperature for 30 days; and purifying the matured gold and silver water with fine fibers with 7,000 hank or more at atmospheric pressure.
